From the 1960s Great Society to the Obama Era, dozens of federal aid programs have been launched to aid the American black underclass. But have these well-intentioned government efforts actually helped, or have they proved less than effective, perhaps even counterproductive? As a new presidential administration and Congress begin their work, noted author and Wall Street Journal columnist Jason Riley examines the evidence on the last half century's aid efforts aimed at improving black Americans' chances for success.
