International Higher Education Policy and Practice

This course affords doctoral students an opportunity to examine higher education policy and practice in a region of the world outside the United States. Students examine social policy as it relates to educational systems, pedagogical approaches in educational practice, and funding and governance of educational systems at both the national and institutional level. The competing demands of access, quality, and efficiency are analyzed. The course involves a one-day seminar in January, assigned readings, a five-seven day visit to the region being studied, a research paper related to some aspect of the course, and a one-day culmination seminar at the end of the term.
