An ordained Nazarene pastor, Carr was the Chief Operating Officer of the 2015 Special Olympics World Games. Previously Carr served in the Administration of Los Angeles Mayor Antonio Villaraigosa, first as the Deputy Mayor for Gang Reduction and Youth Development and then later as the Mayer’s Chief of Staff. Carr is a graduate of Northwest Nazarene University.
